Background:
Good quality primary care is known to be associated with several positive outcomes for patients including lower rates of avoidable mortality, reduced health inequalities, and lower health care costs. Organisational improvement is often based in secondary care, and the complexity of primary care systems can make sharing of good practice more difficult. Evaluation of the QOF showed only modest changes in health outcomes but studies have shown participation in improvement activities has been associated with reduction in burnout.
